The Eritrean government is turning its country into a giant prison, according to Human Rights Watch.
The Horn of Africa nation is widely using military conscription without end, as well as arbitrary detention of its citizens, says HRW.
Hundreds of Eritrean refugees forcibly repatriated from countries like Libya, Egypt and Malta face arrest and torture upon their return, says the group.
Religious persecution and forced labour are also rife in Eritrea, says HRW.
HRW ON ERITREARead the full report [848 KB] Most computers will open this document automatically, but you may need Adobe Reader Download the reader here
The report urges countries not to send back Eritrean asylum-seekers and calls on the international community and donors to exert pressure on the government in Asmara over its rights record.
HRW says every year thousands of Eritreans flee their country, where statutory national service, which used to last 18 months, has been made indefinite.
The advocacy group says most of Eritrea's adult population is currently conscripted.
Sixteen years after it won independence from Ethiopia following a three-decade war, Eritrea is one of the most closed and repressive states in the world, says the report.
It accuses President Isayas Afewerki of using an unresolved border dispute with Ethiopia to keep Eritrea on a permanent war-footing.
HRW says there is no independent civil society and all independent media outlets have been shut down.
People under the age of 50 are rarely granted visas to leave the country and those who try to do so without documentation face imprisonment and torture or being shot at the border, says the group.
Prisoners are often held in underground cells or in shipping containers with dangerously high temperatures, according to the report.
Meanwhile, Christians are being rounded up and tortured on a regular basis, says the group.
The BBC's Pascale Harter spoke to Salamay, a 16-year-old Eritrean refugee in Italy.
She said she fled when police began rounding up youths in her village for national service.
In Sudan, she said a family took her hostage and forced her to work without pay.
In Libya, she was taken to a prison where inmates faced rape every night by the guards.
where is our money? after all this money for refugees still we are the refugees we live in piazza oberdan like rubbish. why for cruelty? where is humanity? where is the integrity?
IN 1^ COMMISSIONE
preliminare alla progettazione ex DPR 554/99 e D.Lgs.163/206 relativo ai lavori di adeguamento e recupero delle strutture e aree destinate alle attività di accoglienza temporanea.”;tale accordo, così approvato, prevede la realizzazione di 400 posti di accoglienza per richiedenti asilo, rifugiati e titolari di protezione umanitaria, mettendo a disposizione le risorse nell’ammontare di 55 euro procapite al giorno per la gestione; 4 milioni di euro per le opere di ristrutturazione; 500 mila euro all’anno per la manutenzione;nel Comune di Milano il programma di cui sopra garantisce, già dall’anno 2006, un minimo di 100 posti di accoglienza finanziati in parte dalle risorse messe a disposizione dal Governo e in parte da risorse provenienti dallo stesso Comune di Milano;

WE NEED JUSTICE AND PEACE IF THE STATE OF ITALY RESPECT OUR RIGHTS YES WE CAN
We are demonstrating to thank the United Nations Security Council to have issued against the Eritrean regime resolution act. 1907 of 23.12.2009 and to demand the application of more sanctions to be respected the law and guarantees of Human Rights. Our people of Eritrea needs your moral support and humanitarian suffering for years from the tyranny and torture of the regime.
We Eritreans are also very saddened by the plight of our brethren detained in the prisons of Gaddafi: We demand the suspension forced returns already in place in Libya and also prevented the daily abductions of Eritrean refugees in Sudan for the secret services of government.
We want the international community is sensitized to these issues so that it can carry our bodies in the relevant UN headquarters.
Consider that our voice is the voice of victims of torture and persecution.
The event of February 19, 2010 will draw the attention of the entire international community about the internal situation of our country and the violation of human and civil rights of our fellow citizens in Eritrea. Abuses perpetrated by the Eritrean government and motivated by the unresolved conflict with Ethiopia, an excuse not to start the process of democratization in the country.
Rally is planned for the respect the UN resolution of April 2002, which established the boundary of the two countries at war.
Participants will become part of the event at 09.00 in Piazza Venezia, in a sit-in outside the headquarters of the United Nations later, at 11:00 am, handed a letter to the UN representative in Italy.
Refugees seeking the support and cooperation of all to arouse public attention to this drama of institutional and Eritrean people at home and in diaspora.
Therefore we invite all the press to give voice to this initiative of the Eritrean refugee community in Italy, asking the UN to take responsibility for this tragedy at the UN Security Council.

OUR SHOUTING TO AMNESTY INTERNATIONAL SECRETARIAT UNTILL NOW THERE IS NO RESPOND
To: Amnesty International, International Secretariat
Attn: Researcher on Italy
From: Committee of Milan Refugees
Our Committee of Milan Refugees consists of more than 200 refugees from Ethiopia, Eritrea, Sudan and Somalia, who legally stay in Italy either as recognized refugees or with a residence permit on humanitarian grounds. WE ARE HOMELESS. We are writing to inform you of 1) the violations by the “Comune di Milano” of the minimum standards for the reception of refugees under Italian law; 2) violations of the Geneva Convention Relating to the Status of Refugees by the Italian authorities; and 3) the violence committed by the Italian authorities against us during peaceful demonstrations. We ask for your support in our campaign against the “Comune di Milano” and the Italian authorities to respect our rights under international and state law, especially our legal right to housing.
Our Story Related to the Violations by the “Comune di Milano”Although Italian law under Decreto Legislativo 140 of May 30, 2005, implementing European Directive 2003/9, provides that the Italian state must offer sufficient means for asylum seekers with residence permits to have a standard of living adequate for their health and to enable their subsistence, we are homeless. In addition, Italian Law 189/2002 establishes the System of Protection for Asylum Seekers and Refugees (SPRAR), which allows local authorities to use national funds and the European Fund for Refugees to provide assistance including housing to asylum seekers and refugees. According to the “Comune di Milano”, the SPRAR program is supposed to guarantee at least 100 beds for refugees, asylum seekers and residents with a permit on humanitarian grounds. In addition to the SPRAR program, the “Comune di Milano” signed the “Accordo Morcone” in 2007 with the Ministry of the Interior to provide 400 beds for refugees, asylums seekers and residents with a permit on humanitarian grounds. With the “Accordo Morcone” and SPRAR program, the “Comune di Milano” can provide 500 beds; however, we still do not have suitable housing and we remain homeless.
- From April 16, 2009 to April 21, 2009, homeless, we (more than 200) occupied a seven-story abandoned residence in the neighborhood of Bruzzano, part of the “Comune di Milano,” demanding that the Italian state respect the law and provide conditions of subsistence, including housing.
- On April 21, the Italian Police cleared us from the Bruzzano residence.
- Soon after being removed from the residence in Bruzzano, we carried a protest blocking roads and the Milano-Assa train tracks demanding our right to housing. The Police attacked us and some of us were injured as evidenced by the photos attached.
- On April 23, during the day, we conducted a demonstration through the streets of central Milan up to Piazza San Babila. Some of us went to the Milan office of the European Commission, who claimed that they could only put pressure on the “Comune di Milano” to guarantee our rights. By night time, the “Comune di Milano,” offered us dormitories that we could not accept because they were not coed and it would mean separating men from women and children.
- On the night of April 23, we slept in a park near Porta Venezia in the centre of Milan.
- On April 24, Police took us from our sleeping quarters in a park near Porta Venezia to a Police station in Milan to identify us. The “Comune di Milano” again offered us dormitories that would separate the men from the women and children. We accepted this solution on a 15-day trial basis to evaluate the situation.
- On May 7, after the 15 day trial period, we decided to leave the dormitory because the “Comune di Milano” did not permit coed dormitories and the conditions in the dormitories were miserable. The dormitories were overcrowded and unclean. There were no restrooms and after 15 people took a shower there was no more water left for anyone else. In addition, we were forced to come in at 8:30 PM and leave at 7:30AM and we did not feel secure in the dormitories as we had to share with non-refugees, who were sometimes drunk or stoned.
As depicted in one of the videos attached, we have been living on the street ever since in Piazza Oberdan in Milan.
- On May 11, the “Comune di Milano” did not allow us to march and demonstrate to demand the protection of our rights as refugees through the central streets of Milan. Please find the communication from the “Questura di Milano” from May 11 attached, which notes the reasons for refusal of the march and demonstration. In addition to their refusal, four of us from the committee were asked to present ourselves in front of the “Commissione Nazionale per il Diritto di Asilo” (in via Santissimi Apostoli 16, Rome) REGARDING THE REVOCATION OF OUR STATUS AS REFUGEES.
- From May 16 to the present, we have received continuing threats by the Police to leave our sleeping quarters in Piazza Oberdan (i.e., 2 times a night, 4 times a week). On several occasions in the middle of the night or early in the morning, the Police took some of us to Police headquarters for questioning and identification and charged some of us with invasion of public property for unlawful purposes.
(This a summary of our story, which is taken from our website at http://rifugiatimilano.blogspot.com/2009/04/cronistoria-sempre-aggiornata-delle.html).
Violations of the Geneva Convention Relating to the Status of Refugees
As noted, on May 11, four of us from our committee received a notice to appear before the Commissione Nazionale in Rome for proceedings regarding the revocation of our refugee status. We do not come under any of provisions of the Geneva Convention relating to the revocation of refugee status under Article 1; therefore, the actions taken by the Italian authorities are not valid.
The circumstances in our respective countries for which we have been granted refugee status continue to exist, there exist no serious reasons for considering that any of us have committed a crime against peace, a war crime, a crime against humanity, a serious non-political crime outside of Italy prior to admission, and we are not guilty of any actions contrary to the purposes of the United Nations. We have only participated in marches and demonstrations to protect our rights as refugees and have the Italian government grant us our right to housing. We view this action by the Italian authorities as a threat to make us stop our protests and peaceful demonstrations. We ask for your support in condemning these proceedings.
Please find attached various documents and videos regarding the above facts, including pictures showing the violence perpetrated on us by the Italian Police and the injuries caused. We hope that your organization can help us denounce the actions taken by the Italian authorities and support our right to suitable living conditions. We look forward to hearing from you. Please feel free to contact us at any time by email at rifugiati.milano@gmail.com or by phone at +393456125464.

Maximum patience humans can tolerate
We humans have a limit in every thing ,like we can eat a limited amount of food we can drink a limited amount of water and at the same time we can work and sleep in a limited amount of time ….etc the most important is we can tolerate some degree of heat and cold. Also we have a restricted degree of patience to tolerate things while they are going wrong.
We the refugees and immigrants in Milan we stand almost one year sleeping on the street just waiting for response from the commune of Milan. But still nothing. I think we have reached in a maximum time that we can’t tolerate all the situations. We arrive at a time that we realize, we have to find our self the better solution.
Have you ever noticed that every animal has his own way of protecting him self. I believe that if any animal is trying to escape or defending him self. Its obvious that he is afraid of death. And if you try to kill him and he hearts you he is not guilty. Why do you make him angry, why do you make him escape from his place. So as we are the advanced animals we have to act in response, we have to save our life.
At last I am forewarning you that if there is no solution in this near future we are not%

RIGHTLESS REFUGEE PAULOS
During the mass emigration from Italy during the century between 1876 to 1976, the U.S. was the largest single recipient of Italian immigrants in the world. However, their impact was not as great as countries like Argentina and Brazil. That was due to the fact that hundreds of thousands of immigrants from nations all over the world were migrating to the U.S. at the same time and American born natives already made up the majority ethnic group. The Italians did play a major role though, socially with individuals rising to national stature in many different fields.
In 1850, less than 4,000 Italians were reportedly in the U.S. However in 1880, merely four years after the influx of Italian immigrants migrated, the population skyrocketed to 44,000, and by 1900, 484,027. From 1880 to 1900, southern Italian immigrants became the predominant Italian immigrant and stayed that way throughout the mass migration. Despite the increase numbers, the Italians were not the largest foreign-origin group in American cities. Outnumbered by groups migrating for decades before them. Italians only made-up 1.5% of the U.S. population at its peak.
In the U.S. where the abundance of cheap land could no longer be found, the mostly agricultural Italians in Italy, became mostly urban. Starting from the bottom of the occupational ladder working up, they worked jobs such as shoe shinning, ragpicking, sewer cleaning, and whatever hard, dirty, dangerous jobs others didn't want. Even children worked at an early age, as in Italy, even at the expense of their educations. The Italians were known for rarely accepting charity or resorting to prostitution for money, another reflection of patterns in Italy.
As in many other places in the world, Italians in America clustered into groups related to their place of origin. For example, the Neapolitans and Sicilians settled in different parts of New York, and even people from different parts of Sicily settled on different streets. However, what seldom occurred in U.S. were Italians enclaves, or all-Italians neighborhoods. The Italians would disperse themselves in other immigrant groups, such as, the Irish, the Jews, the Germans, and the Poles, while remaining in their clusters. Also, immigrants usually settled in different regions of U.S. based in where they came from in Italy. The Sicilians resided in New Orleans, the Neapolitans and Calabrians in Minnesota, and mostly northern Italians in California. However most of the Italians were concentrated in the mid Atlantic states in 1910 with 472,000 in New York and nearly 200,000 in Pennsylvania at the time.
The living conditions for the Italians tended to be over crowded and filthy all over the U.S.. Italian laborers also tended to skimp on food in a desperate attempt to save money. However, after time and new generations of Italians, the dirtiness of their homes disappeared along with the complaint of weak Italians from lack of nutrition.
The Italians were noted for their diligence and sobriety as workmen. In the late 19th and 20th centuries, Italians often became fishermen, shoemakers, waiters, fruit sellers, and tradesmen. Most were unskilled laborers though, working in mines and construction jobs. Over the years, the Italians rose up the economic scale but acquiring job skills in blue-collar job rather than by becoming educated and entering that profession.
